I have a couple of theories as to why he looks like this.
One of them is as simple as Kevin Yeager's design being hard to replicate. Let's face it, we can't get one decent looking replica of unstitched Chucky so maybe it is hard to make a sculpt that is accurate to his designs. One would think that Tony has enough skill to do this, but maybe it is harder than we think it is.
Maybe Don Mancini requested that Tony Gardner make him look this different to set this film apart from the first 5. Giving him his own look for this movie would achieve this from a psychological stand point. Also it has been 22 years since we last saw him unstitched so they could easily take advantage on that time gap, and make a doll they felt better suited for 2013 as opposed to 1991.
Toys are a lot more detailed then they were 22 years ago. Maybe, Play Pals did do a re-launch of the Good Guy and they felt this was the new standard for our time now.
Last, we've heard it a bunch of times that Universal didn't want to spill the beans on his new design because it plays an important part in the story line. So maybe this doll was made by whoever brought him back, almost to purposely make it resemble Brad/CLR. Or maybe this is what he looks like being trapped inside the doll for a prolonged period. The initial poster images used CP1 images of Chucky in his final stage so this could be a play on that.
Again, we can't give a full judgment until the new movie comes out. This maybe one of those things where he doesn't look the best, but the movie itself overrides his looks. He looked awful in Seed, but I would like to think we wouldn't be picking on the Seed design if Seed had actually been a good movie. Because Seed was terrible, we went along critiquing everything about it and the design in particular. If this movie is good, then this might be the right look for him.
I'll admit that there are things I don't like about this design, but I am happy that after 22 years we have a got an unstitched Chucky. By all rights they could have gone the lazy route and made yet another stitched Chucky since that look does have an influence in pop culture, but they are apparently are shooting for something different here. One thing is for sure, despite the differences... he does indeed look creepy if that is the reaction they are trying to achieve.
